I want to make a game where all the visual objects in the scene are wireframe. but I am having difficulty getting things to look the way I want. I would like to load in geometry that has quads and display them as quads. also I would like to have that wireframe non transparent (back face culling PolygonAttributes doesn't seem to do the trick).

Wireframe means no faces, just edges. So that shouldn't have anything to do with transparency. You can enable wireframe mode globally by setting RenderingOptions on the RenderPass.

looking at earlier posts I figured out that I need duplicate yet shared geometry with different polygon attributes seems to give me the desired effect. but now I'm wondering how to render quads instead of triangles...

is it something to do with the file format (obj) or settings on export from blender that I need to investigate?

Yes, you need to convert that into quads in blender or what ever 3d modeller you're using. Though I am not sure, if the loader possibly converts it back to triangels, because they're generally faster.
